Chapter 1 – Introduction

[Facts] Scouting. There are a lot of girls who have been jealous of the scout program the boys have gotten to participate in since the late 1800s and early 1900s. Scouting with the BSA started around 1907 and officially was chartered in 1908. The Boy scouts helped start and assisted the wives of scouting pioneers to start many scouting programs for girls. The prevelent scouting program for girls is the Girl Scouts of the US. This scouting program is not very outdoors. in fact some of the troops never camp or do outdoors type activities at all. The Board of the Boy Scouts, after a lot of deliberations and pressure, decided by a mojority vote to allow girls to become members. It was not unamimous, in fact it was barely approved. Girls had already been able to join the Boy Scouts' Explorer Program when they turned 16 and to remain until they were 21. Regular Scouting membership ends when you turn 18. The Board decides that they would let the girls start as Tiger Scouts and as the group gets older, they will have girl Cub Scouts, then girl Webelos Scouts, and finally girls as 'Girl' Scouts organized into Troops.

[Fiction] During the first year, the girl Explorer Scouts and some of their parents thought it was not fair for the girls not to be able to earn merit badges. The Board decided to allow them to earn merit badges just like the boys, but they must still stay in the Explorer Program. The only ones to be able to earn ranks and such will be the groups coming up throught the normal program. This does of course mean that once they have the older scout program started for girls, any girl can join as long as they are under 18 years of age, same rules as the boys have. In the natural progression of things, the girls and their parents wanted to add some merit badges that would appeal to girls. It had already been decided that the girls would join a girl only troop, and boys troops would be boy only, keeping them seperated, avoiding many obvious and anticipated problems.

They also added rules that weren't really necessary before but they felt it important to publish them so there was no confusion and no one could claim they didn't know. First and foremost was protecting the girls' modesty. At no time will any gil be required to undress in front of any one else; not other girls, not leaders, and most importantly not any males. In Boy Scouts, many times males change infront of each other, especially while camping. Some still engage in swimming in the nude at pools or streams. Some camps only have gang showers. This simply won't do for the girls. Facilities will be upgraded to accomodate girls who want to shower so they have private showers. If there are already seperate facilities for women, the girls will be allowed to use those, as Adult facilities already meet these requirements. All of this sounded reasonable to the Board and to parents of girls wishing to join. Up to this point, these rules were not applicable to boys, who still operated under the past official rules.

When asked for suggestions on merit badges they would like to add the list was short. Social Media, Nursing, Fashion Design, Diversity Awareness. After some deliberation, the Board decided to table the idea for further discussion. Instead of adding to the list, they were considering modifying 'Disbalility Awareness' to include diversity training. Instead of 'Nursing', they already had 'First Aid', 'Emergency Preparedness', and 'Public Health'. They would consider 'Fashion Design', but it seems more gender specific. 'Social Media' is something they already have in development and would continue working on it or adding to the 'Cyber Chip'.

The girls in explorer post 77 decided to start working on merit badges. Maybe it would help give the leaders and themselves ideas for other merit bagdes, and ways to gear some of the merit badges so they are more relevant to the girls. They worked on merit badges each year. Eventually the early Tiger and Cub Scout girls graduated to Webelos and next the first all girl troops were formed. To help the girls, these girls from the explorer programs, some up to 20 years old, arranged to mentor the girls. Some of the explorer scouts joined the girl troops. In the spring, the leaders of the Post along with some Ladies from some of the girl troops, almost exclusively women, decided to run a merit badge camp for the girls.

Helen Jackson is the female Scoutmaster of Girl Troop Y77 and an adult leader in Explorer Post 77 where her two daughters Sarah, 16, and Beth, 13, are scouts. Her husband Ralph is the Scoutmaster of Troop 77 and the Explorer Post where their son Brett, 17, is a scout. Being the leaders and married, they are able to plan similar but seperate activities for their groups and joint activities for the explorers.

The female leaders of the girl troop are having a planning session for the merit badge camp they want to run. "So, what merit badges do we want to offer that the girls can accomplish between Saturday morning and Sunday evening?" Helen asked the group. "Well, obviously we want to cover the important ones they all need." The list looked like this: First Aid, Camping, archery, art, maybe even sculpture, cooking, hiking, nature, orienteering, family life, photography, swimming, theater, and weather. "If they stay over night we could do astronomy."

The first issue was merit badge counselors. With only a moderate amount of troops, their volunteer staffing would be stretched. To take some of those volunteers and make them merit badge counselors woul dbe difficult. Maybe combining merit badges so they needed fewer volunteers while maintaining their two deep leadership. It was decided that a big push would be to work on First Aid, Medicine, Family Life, and Public Health as one larger class that incorporated all the requirements. Art and Sculpture might be able to be combined. Craft merit badges could be combined as well. Hiking, Nature, Orienteering, and Camping would be combined. Maybe Photography could be blended in with Art or combined with Theater. Swimming would be a stand alone merit badge as well as time for free swim for everyone.

Helen asks the group, "well, if we do things like First Aid, Medicine and Public Health, we will need some patients to practice on. I would prefer the girls all take the class, not be patients. Can we get some volunteers for that? We already have two leaders who are doctors, Madeline Harper and Janet Schofield. I think they should oversee this class."

One of the other volunteers speaks up, "What if we get some boys from one of the troops to help us? My husband is the scoutmaster of Troop 213".

"Well, that could work, but boys in camp with all these girls? They'd eat those boys alive." Helen joked. Look, my husband is the scoutmaster of Troop 177 and the leader of our post. We would have to set up a seperate area for them to congregate and make sure they had their own restroom and shower facilities, and obviously make sure they behaved around the girls."

Madeline Harper was in charge of arranging facilities for camping, classes, and restrooms and showers. "Wow, we were going to use all of them for the girls since we had no boys or men listed to be in camp. Let me work on that" she replied.

Chapter 2 – Preparation

Helen talks to her husband who says he could get the boys to help with the merit badges. "Some of them need their volunteer hours for Citizenship in the community. They're trying to get those done before summer camp. Did you need any teachers or doctors?" he asked.

"No, we have two doctors already. We got that covered. In fact we are planning on having them do the girls' physicals for summer camp. That way they are done and they don't have to pay for them. Since the rules prohibit girls from undressing in front any males, we couldn't have male doctors do their physicals anyway" Helen replied.

"I think that is a rediculous rule. We don't have that rule for boys. I do have a question though. Could we get the boys' physicals done too? We could check that off the list for those boys and get Brett's physical done for free" he asked.

"Well, they're both female doctors. Will that be OK?" Helen asked in surprise. Her son had always gone to their male general practitioner for his physicals. "You think Brett would be OK being checked by a female doctor? wouldn't he be embarrassed?"

"Sure, it'll do them good to get over their modesty issues a little, face the reality of life when they grow up. the medical field is overwhelmingly female dominated. Eventually they will have to be seen naked by some females as life goes on. Besides, we don't have a rule about boys not being naked in front of a female", her husband replied.

"Well, I'll verify with the others but I am sure we can take care of that as well. I'm not sure how to ask Brett about it." She wondered aloud.

"Well then, don't ask him. Another life lesson. Most times you don't know who will take care of you when you go to the doctor or a hospital. I will get you a list of boys who need hours. You let me know if it is enough or if you need more" he added.

At their next meeting Ralph talks to the boys about the opportunity to assist the girls while earning hours towards their citizenship merit badge. There are 6 boys who need hours. He pretty much told them they would be helping. He later met with the senior patrol leader Josh and his own son Brett to address some issues.

"Boys, I am not sure we should send these boys over there without some leadership to make sure they behave. I would like you two to go along as well to keep order." Josh answered back, "Sure thing Mr. Jackson. We can keep them in line and make sure they do as they were told. Besides, who wouldn't mind hanging around all the girls. Some of them are the prettiest ones from our groups and school." Ralph quickly responded, "you'll be there to keep them in line, not shop for girlfriends. I expect both of you to behave. you will set the example for the rest of the boys. You need to do as the adults ask. No one is to question their authority and I need you to not only model it, but make sure the other boys understand that too." "Yes sir" responded Josh. "Some of the stuff this weekend may be a little out of the norm, but make sure they stay in step. Uphold your oath." "Yes sir Mr. Jackson" Josh responded. Ralph looked at his son like he was expecting a response from him as well. "Yes sir" Brett replied.

Brett meets with the other boys going to the merit badge class during their scout meeting. "Guys, we need to go over a few things. First, this weekend you will behave around the girls. Mr. Jackson was adamant that he wanted no horseplay. We will work with the classes, do as we are told, and we will have our own free time after dinner. It's just two days, so lets get through it without getting into trouble." Josh looked at the boys and waited for a response. After waiting a few seconds he raised his eye brows and nodded his head indicating he needed a response. the boys replied in a unanimous yes sir.

"Now, the adults will be in charge. We will do exactly what they say when they say it. No mouthing back, no arguing. Think of it as if Mr. Jackson gave the order. I'm almost done with my Eagle project. Don't screw this up for me. I will beat your ass!" Brett tuned to Josh and sort of whispered "you can't say that." "Josh leaned over to Brett, "we'll chat about this later." He turned back to the boys. "Got it?" "Yes sir" was the reply.

"OK be there on time or maybe be there early, but don't be late. I was told everything is on a tight schedule so do what you are asked to do, no fuss, so the classes get done on time. Here are your instructions for the weekend, a list of supplies you will need for camping. We will not be cooking so no food requirements and no cooking assignments. We will eat with the girls. I expect we will also need to help with setup, serving, or cleaning up at some point. Just do as you are asked. " With that the group of boys went back and joined their regular scout meeting.

Helen meets with the other leaders. She informs them that her husband has agreed to let them use the boys to demonstrate the requirements for the merit badges and the boys earn hours for their Citizenship in Community merit badge at the same time. She also asked if there was a way to get the boys their physicals for summer camp.

Dr. Schofield answered. "Absolutely. In fact, I think I can work the over all class to incorporate all of their requirements for their merit badge and get their physicals done. Let me take care of that." Dr. Schofield, who had a more pro-feminist view than many of the others, though boys had unfair advantages the girls didn't enjoy and this could just be the thing to shift the balance in her mind.

Chapter 3 – Day 1 - A Rude Awakening

The day of Merit Badge Camp arrives. There are eight boys that volunteered. There are fifty two girls attending the camp. Dr. Schofield designed the classes so that they will have half of the girls in the fisrt aid class on Saturday, the other half will be split between the art and outdoor classes. The second day they will switch. Then, the other eighteen girls will do the first aid/medicine class, and the group that had completed it will go to the art and outdoors classes.

The boys were told to eat breakfast before arriving. The rest of their meals will be provided. They will check in with Helen at registration, put their stuff in the boys camping area, and be at the First Aid tent promptly at 8:30 AM. The girls will check in, put their stuff in their assign camping areas, and have breakfast promptly at 8:30. Breakfast is a half hour. They are told at breakfast to arrive at the first aid tent at 9:00.

The boys check in and are instructed where to take their stuff. When they get there, they find 4 tents set up around a small fire ring. They put their gear in the tents and make their way to the big white tent.

While the girls are eating breakfast, Dr. Schofield, Dr. Harper, and two of the older girls from Post 77 meets with the boys. They usher them into the first aid tent, about 15 feet by 30 feet in size. inside is a big room with rows of benches and a curtain separating the front from the back. Dr. Schofield asks the two older girl volunteers to stand by the door. "No one leaves until we are done, OK?"

"OK, boys, as you may have been told, we are going to give you your physicals for summer camp as part of todays activities. I thought we would get those out of the way early. Now, just to confirm, when you get a physical at school, how do they do it? "

Josh, being the senior patrol leader spoke up. "Well, ma-am, they have us all report to the locker room. We get undressed, we line up, and the doctor sees us one at a time. He fills out the form as he goes, and then signs it. Then we go back and get dressed. then we go wait in the gym for coach."

"Well, that is what I thought. Why do you suppose they have you all get undressed at once and stand in line?"

"Well, ma-am, if they had to wait for each of us to undress and then deal with our clothes right there, it would take a lot longer. any of the new boys would be real nervous and have trouble complying. This way they can get all that over with before we start."

"Exactly right. It's more efficient that way and the doctor doesn't have to argue with each boy to get undressed. They do it as a group, and any one arguing can be punished right there, before they get started."

"Excuse me ma-am, punished?" Josh asked.

"Well yes. If anyone argues with the doctor, they get swatted with the paddle. " She holds up a paddle made from a 1 inch by 4 inch piece of wood. Ir was sanded and varnished. The end was shaped into a handle and it was about 2 feet long.

This started to sound like less of a question and answer session and more of a set of instructions. The boys began to get nervous. 'Why did she have a paddle here?' Josh spoke up, "ma-am, we haven't ever had anyone use a paddle."

"Well, that must mean you are all good at following directions. Excellent" Dr. Schofield replied.

"Ma-am, when is the doctor going to be here?" Josh asked.

Dr. Schofield had anticipated the questions and the reactions from the boys. She had set up her routine so the boys would not discover her plan until it was in full motion. The most challenging part was now about to happen. She looked towards her two volunteers at the door and then proceeded.

"Oh, I and Dr. Harper here are the doctors. Now" She said, shifting the discussion, " I need you boys to go over to that bench there. You will see a basket under the bench. Take off your clothes and fold them neatly. Put them in the basket, put your shoes on the floor next to the basket and step through this curtain so we can get started."

No one moved. They just sat there, many with their mouth open in shock. Dr. Schofield slammed the paddle on the table making a loud crack and yelled "NOW!"

At the same time as Dr. Schofield slammed the paddle, Brett nudged Josh to remind him that they were to set the example. The boys moved over and turned facing away from the women. They started undressing. They did as they were told and placed their clothes in the baskets and stood covering their privates. A couple of the boys still had their underwear on. Josh smacked one of the boys in the arm with the back of his hand. The boy hesitantly turned around and removed his briefs. The other boy followed suit.

"As I am sure you boys know from your previous physicals, we will have to examine your genitals as part of the checklist, so we are going to see everything anyway. I need you all to stand at attention when it is not your turn. As you know, attention is standing straight up, facing forward, hands clasped behind your back." she paused to see if there was a reaction or if they would comply. "Do it now" she demanded in an authoritative tone.

Three of the boys did as they were told. The rest just stood there nervously, one boy had tears running down his cheeks. they were looking side to side to see if the others would comply.

"I guess it's swats for the five of you." Five more sets of hands moved.

"Good, now move through here on the other side of this curtain."

The boys shuffled through. On the other side there was a piece of duct tape taped to the floor about 10 feet long. There was a table, chair, stool, and a make shift examining table at the end.

"Boys, I want you to stand with both feet on this line. You will stand at attention and stay that way until your name is called. Anyone not complying will receive three swats for your first act of disobedience. It will double for each act of disobedience after that. Am I clear?"

The boys answered in unison "Yes Ma-am" and lined up on the line of tape and at attention. Some of them could not avoid looking side to side to check out their peers and their development. "Eyes forward!" Dr. Schofield ordered with a grin on her face.

Chapter 4 – Let The Class Begin - Part 1

It was approaching 9:00. The girls started filing into the tent. The boys were nervous as they heard the voices and the girls chatting so close by while they stood there naked. It was not lost on Josh that they were standing facing the direction the girls were seated with just the curtain between them. He was worried what was coming. 'I didn't sign up for this!' he thought to himself. He was determined not to screw up getting his Eagle Scout rank. It is the only rank you get to keep after you turn 18.

At one point the curtain moved and a girl peeked into the room. Her eyes went huge as she saw 8 naked boys standing there. She quickly closed the curtain and went back to the crowd of chatting girls. Within about 30 seconds it was complete silent as the girl reported to the others what she saw. They were surprised and not sure what was happening, but anxious for things to proceed.

It was Dr Harper's turn. As Dr. Schofield stood in front of the boys with her paddle in hand, Dr. Harper stepped through the curtain. She explained to the girls, to the boys horror, that for todays lesson in first aid, family life, medice, and public health, they had a group of boys who volunteered to be their patients for the day. As the first part of the lesson, they would witness the doctor perform the boys' physicals and then then start with their Family Life merit badge. After that they would move into First Aid and the girls could practice tying bandages and such."

The girls let out a series of giggles, screeches, and clapping. The boys looked at each other. Dr. Schofield tapped the paddle on the table.

"Now girls, how many of you remember the scout oath?" They all raised their hands. "Together please..."

"A scout is trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent" the group recited.

"Good. So I shouldn't have to remind you that these boys have volunteered, and you will be friendly, courteous, and kind to them. If you are not, I will let them leave."

A hush filled the tent. No one wanted have any naked boys leave! With that, Dr. Harper slid the curtain back. There was a collective gasp from the girls. All the boys covered themselves. "Tommy!" one of the girls exclaimed to her brother. Two of the boys, one being tommy, darted for where they had left their clothes only to find the baskets were gone. Only their shoes were there. Dr. Schofield scolded all of the boys to stand at attention and slammed her paddle on the table. The six boys in line moved their hands behind them. Some of them saw their sisters and their sisters’ friends in the crowd. Both of Brett's sisters were there. He saw both of them staring at his privates and then his sister Sarah looked him right in the eye. She was grinning ear to ear as were all the other girls. Some were pointing and whispering things to each other. Brett's sister also explored the bodies of the other boys. 'So unfair!' he thought to himself. 'and we were told to behave!'. Some of the boys saw their sisters as well. Brett saw the cheerleader he had a crush on from school. she saw him too. They also saw neighbors and even female classmates, even girls they did not know. "You two, over here now!" Dr Schofield ordered the two boys who broke ranks and ran for their clothes. The two boys moved towards the table while covering up. Dr. Schofield popped their hands with her paddle. They moved them.

"Lean over this chair, place your hands on the seat!" Neither boy moved. Dr. Schofield grabbed the first boy by the back of the neck, spun him around and pushed him down towards the chair. He quickly put his hands down to catch himself. She proceeded to give him three very firm swats. He jumped and wiggle with each one. When she was done, she told him to get back in line. The second boy quickly moved into position, resigned to his fate. She repeated the spanking and sent him back to the line.

She paused, then followed up "Don't worry, we wil still be able to do your physicals after we are done and have dismissed the boys. As you will learn, girls' physicals are not as invasive or exposing as the boys' are." They girls let out a collective sigh of relief. None of them should have been concerned as the rules prohibited them being exposed like this. 'Isn't scouting wonderful!' Sarah thought to herself.

"So we will do half of the physicals today, and the other half tomorrow so we don't use up too much time to be able to get the merit badge requirements done. We'll start with the older boys who should already be more used to this procedure as boys get physicals for scouting but also for sports. Josh, you are first." With that she motioned Josh to the scale where she would get his height and weight. He was now standing only three feet from some of the girls. The girls all leaned in to get a better look. They were mesmerized. Josh was a good looking boy. Very athletic, well groomed, and the subject of many of their fantasies. What a shame they had to leave their smartphones in their cabins.

Chapter 5 – Let The Class Begin - Part 2

Um, 80.74. Now take weight, divide by the square of the height. 23.8. BMI, 23.8." Sandra was not listening. She was staring at Josh's penis with intensity. "Sandra, snap out of it!" With that she gently tapped Sandra on the butt with the paddle. Sandra jumped with a start, then looked down at the form. "Sorry, so sorry" she said. "It's OK. Part of this lesson is for you to learn about boys and family life. Just don't get carried away and stop listening. Now, BMI, 23.8" Sandra wrote the measurement into the form.

"Next" Dr. Schofield prompted, wishing the girl would snap out of it and just give her the next requirement. " "Uh" Sandra moved her eyes from the form to Josh's penis and back. " 78. a little high, but considering that he is nervous in front of you girls, that's expected. We may update it later after everyone calms down." "Sandra, grab the cuff there next to you." Sandra grabbed the blood pressure cuff. "Now wrap it around Josh's arm up here on his bicep." "Now I will inflate it until his pulse stops." Dr. Schofield started pumping the bulb and filling the cuff. Sandra shook her head in the affirmative and said "Eyes". Dr. Schofield grabbed her flash light and examined Josh's eyes. "Normal". Sandra continued, "Ears, nose, throat". Dr. Schofield pulled her ear scope from her pocket and examined his ears, then used her flashlight to examine his nose and throat. "Normal". Sandra continued down the list, Lungs, heart, abdomen.
