Flagler Beach ended up with a sizable population of naked girls. In truth, girls in Flagler had been hanging out for a long time on the beaches, boardwalk, ice cream stands, pizza joints, and nearly everywhere else in next to nothing. Bikini tops were so small they barely covered nipples. Bottoms curved minimal bits of fabric into the cleavage of buttocks and labia. For years girls had been very casual about coverage, boys enjoyed the show, and parents looked the other way. Taking it all off was really a symbolic gesture and nothing more.

Once there was social sanction and a bit of a reward to strip, girls were just as willing to go naked as bikini clad -- in fact, bikinis were a bit of a pain. The funny part, of course, was that this was all part of summer culture. Very few girls stopped to remember that being stripped was permanent. School would be starting in a few weeks and they'd be just as naked as on the beach. If it were just a beachfront school, it would have made no difference, but at the amalgamated county school students were bussed in from all sorts of communities, from far inland as well as on the coast. Those kids weren't used to mostly-naked girls hanging out on the beach all summer. They had probably never heard of Florida's new strip laws, let alone been expecting to confront naked kids in the hallways!

As for boys, the trend was a little slower to develop. In contrast to the girls, boys had been layering on fabric for years, wandering up and down the boardwalk and beaches in longer and longer shorts and swimsuits, wearing XXL t-shirts, and covering those with hoodies. While boys were happy to ogle naked girls, they weren't so eager to have their own bodies on display. As for parents, they were already used to seeing their daughters nearly naked. Most dads -- and some moms -- could remember older days when boys and men wore little or nothing to swim in, or to hang out at home. Some families decided to keep their sons naked at home, but there was a reluctance to strip the boys and force them to be naked in public--especially a law that would require them to stay naked until they reached adulthood. Nevertheless, the number of naked boys in Flagler Beach slowly increased.

Will and Kyle set the fashion for a good looking fully-tanned boy with nothing on but a rainbow necklace. Some gay boys followed the example of Will and Kyle and came out and got stripped at the same time. Other boys don't even know what the necklaces were about, but wore them anyway just because it was becoming fad for stripped boys. Some boys were forced naked by their parents, while some savvy older teens figured out that it was a lot easier to get away with sex once you were stripped and could hang out naked with girlfriends and hot babes on the beach.

Meanwhile Rhonda carried on with her work as Flagler County's indefatigable rep with the campaign: "School's starting, save money on uniforms, strip your kid now!" She set up her booth at the farmer's market and hung up the banner with the new slogan. A few parents had already stopped by to strip their kids in time for the new school year.

"Let me see that!" Rhonda demanded when Cindy and Cheryl showed up. "Oh, wow. However did you get Cindy's parents to agree to that?" Cheryl used her fingers to widen her own labia. Cindy and Cheryl sported matching gold rings pierced through the outer hoods of their clitorises.

"Isn't it pretty?" chimed in Cindy. "Daddy got it for me."

"It's gorgeous," admired Rhonda. Cindy beamed.

"They just can't stand to see their daughter cry," Cheryl explained. "And if I have one, doesn't Cindy need one just like it?"

With the two girls hanging out, parents who stopped by the booth to strip their daughters wanted to know where they could buy that kind of jewelry.

"I never even knew these things existed," explained one mom. "Is it legal?"

"Sure," explained Cheryl, "They sell them at Dragon Tattoo, just down the highway."

"I'd sure love to get one of these for my daughter," said a dad, stopping by to have his 8 year old girl stripped. "You'd love that wouldn't you?"

The little girl nodded. "You're so pretty," she gushed, looking up at Cheryl, "and you've got one."

That was the last time Cheryl and Rhonda held court together at the farmers market. A conservative parent brought a lawsuit against the State of Florida, Flagler County, and Cheryl and Rhonda for exposing her child to the sight of boys masturbating on stage during a public event. The case took its time to wend through the courts, and in that time Cheryl decided her time with the QS program was over. Rhonda was distraught, thinking her career with Florida's new trend was over. When the case was finally resolved it went a long way toward shaping the future of Florida's children. The judges decreed that the spanking constituted child abuse, regardless of the permission granted by parents or guardians. The court clarified that parents and guardians had the responsibility to protect children from harm, abuse and exploitation. Sentencing was withheld and all parties were warned to ensure that such actions never occurred again.

As for the masturbation, the court ruled that the state in creating the Quick Strip program had granted implicit permission for parents and guardians to protect and encourage their children's normal and healthy bodily state. Such control included stripping a child, nudity being a natural condition of human beings; and to extended to normal bodily functions. Guardians were expected to provide a healthy environment including good nutrition, exercise and healthcare. The justices observed that a child's own natural and healthy functioning included the use of bodily organs, including but not limited to urination, bowel movements, erections, moistening of the vagina, and orgasms. In instituting the mandatory stripping of a child under legal means, the court ruled that the state had acknowledged certain types of parental control over their children's bodies; and removed the barrier hiding certain normal functions from public view. The state-sanctioned use of sildenafil citrate, aka Viagra, to induce boys' erections, set a further precedent for parental stimulation of certain natural bodily functions. Furthermore, state laws allowed for limited transferal of parental rights, or the right of parents to grant such transferal, to other persons. With this ruling the overt practice of sexually stimulating children in Florida--residents and tourists alike--was set in law.

Rhonda had achieved success so quickly in promoting the QS program in Flagler County that state officials in charge of the program commissioned a study of her methods. As a result the name of the program was changed from QS to the much more marketable "Stripped for Florida" or "SFF." The banner featuring Will and Kyle inspired the famous photo created by a Miami ad agency, retaining the "gay" aspect and featuring two similarly seductive-looking blond children -- the famous "twins" that now stare down from SFF locations all over the state, as identical as can be except that upon examination of the relevant organs one is a boy and the other a girl.

Tattoo parlors and sex shops all over the state quickly realized that they had an entirely new, lucrative market, and a new social acceptability. Airbrush painting, microgem implants, piercings, tattoos, genital jewelry and vibrators for boys and girls of all ages took off as the biggest economic return of the new Stripped For Florida phenomenon. Visitors from around the world now come to Florida to strip their kids naked for vacation, do them up with body decoration, stimulate them with sexual toys, and head off for beaches and theme parks.

In a final footnote, Kyle and Will had achieved near celebrity status in Flagler County, but it didn't seem to affect them at all. Kyle's older brother Cody, however, went through a real hard time. He resented his brother for being naked, for being gay, for being famous, for not caring that he was famous. His parents tired of his grumpiness and had him stripped in an attempt to improve his attitude. Cody wasn't at all happy about it. His sole passion was basketball; not only was he good, but his team was good. They were good enough that after winning the regional championship a recruiter paid to have the entire team stripped for life in hopes that at least some of the players would be able to play nude ball as pros. Being on a recruiter's short list and watchful eye made Cody a lot happier. But he was not at all sure what to think about the naked part. "My brother is a Stripped For Florida celebrity -- in a weird sort of way -- as the model for the GIRL on the SFF poster. But even he will have to put on clothes on when he turns 21. I didn't even want to be naked at home and I'm going to be playing basketball naked. Shit, I'm going to be naked until my dying day unless I move out of the state of Florida."
