Chapter 15

While Brian was singing his song, Brad had one of his own to sing. As soon as Todd and Brad got to area 7 and Brad saw the sign he knew he didn't want to go in. The area had a name in addition to its number "Pete's Place" and from what he saw he knew exactly what went on in here.

"What's the matter Brad?" Todd asked when he saw Brad tighten up and stop.

"This place is bad" Brad said, moving slowly towards the entrance.

Todd grabbed his elbow and tried to stop him. "If it's bad, then don't go in there."

"I have to Todd, its part of the rules."

"But I'm your controller if I say you don't have to go in there; then you don't have to go in, isn't that how it works?"

'No Todd, it isn't. I got a bad number in the last area, and I have to go in. If you don't send me in there, they'll make you go in too. It'll be okay, just wait right over there by the exit for me, okay?" Brad was trying to sound braver than he felt.

He entered the area and was brought right up to the table. There were a few differences from when he encountered this idea at school, for example there was a chair that he was directed to sit in that kept him motionless while providing access to his mouth and penis. The chair was designed to allow the attendant to lift his legs and have access to his anus as well. Brad was staring at the attendant, who looked vaguely familiar, but Brad couldn't figure out where he knew him from.

A large screen was flashing numbers and a pushbutton was placed in his hand. He was told to push it when he was ready, but not to take too long. He couldn't see any reason to delay so he pressed the button and the display froze on the number 5. Apparently the kids watching knew what that meant because they gave him a loud cheer, which wasn't good news for Brad.

"Open your mouth" the attendant said without any discussion. He held an eye dropper ready. Brad opened his mouth and felt three drops hit his tongue and immediately the burning started, spreading across his whole tongue and then carried by his saliva to the rest of his mouth. Brad realized immediately that this wasn't the diluted form that the director had approved for use in the APA, this was the same stuff that had been first used on Brad at school. Brad tested the straps on the chair that kept him in place but was unable to move his arms.

He expected the attendant to give him the neutralizing agent any second, but instead he turned around and picked up a cotton swab. He dunked the swab into a bottle and with a gloved hand inserted the swab an inch inside Brads' urethra. With the burning taking place in two sensitive places at once, Brad screamed and tied again to break free of the bonds.

Todd had been watching with interest to see what went on here, but when Brad screamed he panicked and promptly vomited. A couple of older kids and one adult came over and tried to get him to go to the aid station with him but after hearing the stories of how 'rental controller' treated offenders he refused to leave. Meanwhile, the attendant still had not provided the neutralizing agent to Brad.

"That's Brad Weslo on the chair, but I don't know who you are" one of the boys helping Todd said. Todd explained that he was Brad's cousin. "Well, I'm a friend of his from school. You go over to the aid station and make sure you're okay and I'll bring Brad over to you as soon as he's released. It might take a few more minutes here and you don't want to watch this, do you?"

Todd, trusting the boy, allowed the adult to lead him off.

Brad didn't notice Todd being led away. The fire in his mouth and dick were beyond belief, and it seemed like an eternity before the neutralizing agent was added. Then, before he even caught his breath, the push button was back in his hand. "If you wait too long to press it I can assign any number I want" the kid said. Brad was still sure he knew the kid from somewhere but didn't know who he was. He pressed the button again and the number 2 came up on the screen. Brad's legs were pulled back and then he felt gloved hands on his backside, followed by three drops of the liquid on his anus.

Once again the pain was excruciating and the attendant waited a long time before ending it. Brad screamed again and fought against the straps but was unable to get free until the attendant release him. He made his way on shaky legs to the exit before he noticed Todd wasn't there.

However, Terry Jones, Pete's best friend was there. "Your cousin had an accident and had to go to the aid station. Come on with me" he said to Brad.

Thinking Terry was taking him to where Todd was Brad followed along. "What kind of accident was he hurt?"

"Naw, he just couldn't take all the singing you were doing and so he left you for a while. I hope you had fun. This is as far as I'm taking you though."

Brad suddenly realized he was at the entrance to jail. "Hey, come on Terry, you said you were taking me to Todd. Quit fooling around."

"I never said where I was taking you, only that Todd was at the aid station. Now get in there or I'll call an angel over and tell him you refuse to enter. What do you think will happen to you then?"

Brad knew exactly what would happen. He entered the one-way door into hell.

As Melissa and Brad were passing the aid station on their way to the check-in they spotted Todd sitting on the steps. "Todd, what happened, where's Brad?" Melissa asked.

Todd explained what happened and said he had to wait for the kid to show up with Brad. Melissa and Brian knew better, no kid was going to bring Brad back to Todd. Melissa was just about ready to turn Brian over to Todd when Todd jumped up and said "That's him, that's the kid who said he would bring Brad here."

He went running over and Melissa and Brian followed. Brian told her who the kid was and Melissa quickly released Brian's arms from the collar.

"Where's Brad?" Todd yelled at him.

"Oh, did you lose your doggie little boy?" Terry said.

Todd launched himself at Terry with all the might he could and Brian quickly dragged him off.

"Looks like brawn with no brains runs in your family Weslo. You'd better get your shaved monkey to apologize to me or I'll see to it he gets sent to area 7 too."

Brian was struggling to hold back Todd who was trying to spit on Terry since he couldn't break Brian's grip. "Todd, stop it or they'll charge you with assault and send you here. That won't help us right now" Brian said to him.

Todd struggled for a minute before dropping straight down to the ground as if he had passed out. Brian bent down to see what happened to him and suddenly Todd was back up charging at Terry again. This time Melissa caught him but wasn't strong enough to hold him, but Brian was right there and grabbed Todd and pulled him away. He kept dragging Todd back toward the exit and away from Terry while Todd struggled to get free.

Once he got him around a corner and out of sight of Terry he forced Todd to sit down. "Look stupid, you're as bad as Brad was at your age, and where did that get him? If anybody is looking they'll see an offender dragging off a non-offender and I'll get arrested again. And if you go after Terry one more time he will do what he threatened and call an angel in. You will be sentenced immediately. How is any of this going to help us find Brad?"

Todd finally cooled down and started sobbing. "He lied to me and he did something to Brad and it's all my fault!"

"Brad's a big boy and he'll be okay for a while. But I need you to help us and stop fighting or we can't even start looking for him, okay?"

Melissa came up just then. "He won't say where he took Brad. Can we trust Todd to behave and not cause more problems?" Todd said he would and Brian agreed. "Then Todd, you are Brian's controller. Take him over there to the exits and get him un-assigned to the APA. Then come back in as a visitor. I'm going to start with all the areas around 7 and keep moving out in a circle. You guys start by the jail, he'll end up there eventually. And if you see Kate, Jay, and Seth, tell Kate to get Jay signed out and then they can help."

She looked at Todd directly, lifting his chin so that he was looking at her. "If you see Terry again, no matter what he says you need to ignore it and do just what I said. If you fight with him they will assign a rent-a-controller to Brian and arrest you. If you let that happen then Brian will be in the same danger as Brad is and it really will be your fault then. That boy tricked you; Brad missing isn't your fault. But you cannot behave like you were. Do you understand?"

"Yeah, but "

"No buts Todd or I won't go with you" Brain said. "Melissa is right, ignore him completely and get me signed out. We can deal with Terry the right way after we find Brad."

Brad had already gone past the window where you could get out once and was approaching it again. He felt slightly dizzy from the cycling of freezing cold to boiling hot followed by the shocks. Many of the cards that had been held up to the window were absurd, nobody would accept them. "Cut your balls off," "Donate a kidney," or "Let me crush your jewels" had been held up and now Brad understood why Todd had been so frightened. Brad knew that they wouldn't ever allow those to happen, but Todd was from a different county and he probably didn't realize that.

But some of the others that he had rejected the first time were now looking better. "Be my slave for a day" or "Double your sentence" were still beyond what he would accept but "Blow me" was not. The problem was that many of the boys in here were also looking for a way out and you had to be in the right place and react quickly to accept a mild card. The problem was that without a controller even if he got out he had no place to go and would probably be sent right back in again.

As he got to the window and felt the hands on his privates he was scanning the cards and not looking at who held them. It wasn't until someone grabbed his balls and wouldn't let go that he looked down, and there was Todd. Next to him was Brian, and as soon as he made eye contact Brian held up a card that said "Say thanks." Brad almost cried with relief.

He was met at the exit by Brad and Todd and gave his card to the monitor. "Is this really okay for me to accept" he asked, fearing they would read it and send him back around.

"Anything not illegal is okay by us" the monitor said. "Sometimes we ask kids if they understand what they have agreed to just to make sure they understand, but once you accept it then you're out. I think I can close the books on this on right now if you want. It seems pretty straightforward."

Brad gave his brother a sincere thank you and the monitor crossed the name off his list. "It sure is nice to have a friend once in a while, isn't it?"

Todd explained how he had been tricked and Brian told him the additional problems Todd almost caused. "I'll bet Terry has already reported it, we might have to get Todd out of here" Brian said.

"If their looking for him, it won't matter if he's here or at home. I think the first thing we need to do is go to the front and report it" Brad said. Suddenly he realized why he though he recognized the attendant at area 7 he looked like an older version of Pete. "Do you know if Pete has a big brother?"

"I think he has a cousin who looks like him, why?"

Brad explained his suspicions as they headed towards the exit area where they knew they could find an angel. When they got there they were directed to go to the director's office which was right next to the aid station. Once there Brad explained his belief that Pete and Terry and set him up and violated the rules.

He was answering questions when Judge Eckerd passed through and stopped. "There you guys are. I assume you're Todd?" he asked.

"Yes sir, this is my cousin. I can explain what happened" Brad began.

"How? As I understand it you weren't even there. He's big enough to attack another boy so he should be big enough to explain to me why I shouldn't have him arrested and charged."

Todd told what had happened starting from the time he got sick at area 7. Twice Brad tried to speak but both times the judge quieted him with a "shsss."

When Todd was done the judge looked at Brad and said "Who does he remind you of?"

"Me, but "

"And are you like that anymore?"

"No sir, I'm not but "

"So the program helped change the way you handle problems, didn't it. Like now for example; a year ago you would have been searching the park for Terry, but instead you came looking for an angel. I think young Todd here needs some behavior training too, just like you did Brad."

"Yes sir, it did help me change, but what about Terry? This wouldn't have happened if he and Pete hadn't set this all up to hurt me. That's what got Todd so riled up."

I have spoken with Melissa, who also played a role in what happened to you, although she had no idea what was being planned. I have an adult witness who confirms your story, and I have taken the bottles that Pete's cousin had hidden in the area so they can be tested, although I am already quite sure their strength is greater than what was approved. All of that will be sorted out in my court room next week. What I need to deal with now is an accusation that Todd attacked a boy today, and Todd has confirmed the charge."

"But sir, he's only 10" Brad said. "And didn't you have to tell him he was being charged with a crime before you got him to confess?"

"There is a piece of information I haven't shared. Terry and his parents have agreed to drop all charges against Todd. First, they wouldn't have amounted to much anyway considering the age and size difference. But I also agreed to not send Pete and his cousin to the Bakersfield Boys Ranch and will deal with their problems in other ways. So there is no charge against Todd at this time."

"Brad, after speaking with your sister, your parents, and his parents, I understand you would do anything to protect him. I don't think this is the right time for you to protect him however. I think he is headed down the same path you were and will soon grow up to be a teenaged bully. Maybe we can cut off further problems now."

"But I am concerned with his behavior and the need for anger management. His parents have told me they are also concerned and are going to send him to counseling back home. But they have acted on my advice to have him sentenced in my program for the rest of the time he is in this county, and he is to have one hour of APA time. I'm going to add to your sentence so that you also have another hour of time and can go with him.

"Please Judge, not area 7, please don't let him be sent there."

"Brian, would you take Todd to my office please? It's right over there and your sister and his sister are there. I'll bring Brad over in a few minutes." He looked down at Todd, who was looking very scared. "And unlike Terry, I really will bring him over as soon as we're done talking."

He waited until they had left before he continued. "I accept your recommendation and will give Brian a list of areas that you are both restricted from; area 7 will be on that list. However, when the hour is up he will go to jail and you will not. He will go through that without your help or support."

The judge saw the look on Brad's face. "Don't fight me on that point Brad, you won't win and I don't want to have to make this more difficult. I understand you want to protect him, but not this time."

"Is all this really necessary? I mean, he only fights when he thinks he needs to protect me. I really don't want to have to treat him like everyone treated me."

"But when you visited them last year even you recognized the problem. And without going through the formalities you and his siblings put him through a portion of the program. This isn't that much different. And his county is starting a new program geared for younger kids that need to change a particular behavior. Instead of the free-for-all that you went through his program will be selective. Jay will have to go to counseling too and will have to work with a very strict set of rules or risk going back into the program himself. And all of this will be explained to him. I want to establish a program like that here as well."

"Brad, I believe you understand what I'm saying. Do you think a modified process with a lot less chaos will help keep Todd from getting into more serious trouble later?"

Brad had to admit he did agree. "But it still makes me feel sick doing it to him. I feel worse about this then when you sentenced me. But if Jay is controlled and there are more rules, I guess it would help him."

"Okay then, how about this no threats, just acceptance. I understand you hate doing this. Try and concentrate on a positive outcome instead of the pain of the moment. You know, I don't enjoy sentencing kids. Many of them, like you, I feel an affinity towards. But I also understand that most kids can be helped. He'll have his collar on by now and will be naked. Since you are still in DANIP he doesn't have to call you Sir or Master, but that will change tomorrow. I think it will be harder on you, but easier on him, if your collar came off tonight. What do you think?"

"Ordinarily I'd fall over backwards to get this thing off, but that would mean I have to treat him like an offender and punish him when he doesn't behave correctly. I'm not sure I want to do that."

"But you'll be in the same position tomorrow anyway, but by then he'll be used to having you as another offender to comfort him. That is why I think your collar should come off tonight. You know, you don't have to go out of your way to embarrass him, or laugh at him when he's being humiliated."

Brad still wasn't sure and didn't answer.

"Just think about it. I'll explain it to Brian. If you decide it is better for Todd if you aren't in a collar tell your brother and he'll remove it. If you want to be there for Todd tonight then keep it on. But think about how he'll feel in the morning when it comes off anyway."

They went to rejoin the rest of the group. Brian and Jay had been officially removed as APA offenders and were now officially visitors. Todd was naked, wearing Brian's collar. He ran to Brad as soon as they entered. "Everyone says you're going to be upset seeing me like this" he said to Brad. "But I'm as tough as you are and I can take anything they do to me. Don't get into more trouble trying to protect me, okay?"

Brad suddenly realized the judge was right. And Todd was pretty tough for a little kid. "You know, as soon as we're done here you have to serve the rest of my sentence. How do you feel about that?"

"If you get to have your collar off, can I wear yours instead of Brian's?" That settled it in Brad's mind, Todd was better off if Brad wasn't in it with him.

"I'll ask Jay, I'm sure he'll agree. But for now, let's go show these guys how tough we are and get through the APA without any complaining or tears, okay?"

"Okay! But if we go to area 7, can you stay with me please?"

"We won't go to area 7, that's a promise. Master's Brian and Jay, we're ready. Where are we going?"

The group decided to check out the new areas that were not on the list of excluded sites the judge had given Brian. The first was Area 16.

Area 16 was simple for a dollar a word you could have any non-vulgar phrase painted on the offender, using paint that would wash off in a day or two or paint that had to wear off, meaning it would be readable for up to a week. Brian and Melissa agreed that "boy am I an idiot" in non-removable paint would be suitable for Brad. Jay and Seth decided on "I like to be touched" would work for Todd.

Next they went to area 14, which was called "the jungle." Once Todd and Brad entered, they were immediately set up by hungry mosquitoes. The area was huge and totally enclosed and it was kept at ninety degrees with high humidity. With their arms bound to their necks they couldn't fend off the mosquitoes so they hurried down the only path there was. They had to duck under brush which meant crawling through smelly mud. At two points they slowed down for a second and kids they hadn't even seen smacked their backsides with paddles to get them moving forward again. The brush caused itching when it touched them and there were thorns that sliced them if they weren't careful. The path ended at a long pool filled with brown water. They would have to crawl because there wasn't room to stand up.

"Do you think there is something in the water" Todd asked.

Before Brad could answer the kids with the paddles were back and Brad led the way into the pool. The water was only a foot deep and slimly, but the vegetation above them made them get down so that only their head was above the muck. At the end was a waterfall that washed off most of the muck.

"Aww, Brad, get it off, get it off" Todd suddenly cried out.

Brad turned around and saw Todd trying to shake something off his groin.

"Leeches, they're all over us" Brad said. He bent down and pulled the one off of Todd's penis, then started getting the rest of them off. Two boys with buckets ran up and directed them to throw all the leaches into the buckets. "We recycle them you know" one of the boys said. They stood by and watched as Brad and Todd took turns cleaning each other.

They were glad to finally escape from that area. Kate, Melissa, Jay, and Seth were all laughing about something when they came out. "We've decided where to take you next" Brian said.

"Yeah, you're really going to hate Seth's idea" Jay added.

They took them to area 2. "Since you two like each other so much, we're going to let you sing a love song to each other" Seth said.

They checked with the kids running the area and looked through the music they had available, selecting "All I Have To Do Is Dream" by the Everly Brothers. "And for the finale, you can kiss each other" Jay added.

Brad and Todd were given the lyrics to the song and microphones and the music started. They sang together, badly out of tune, but when they were done they did as Jay directed and kissed briefly before being let out.

"We're nearly out of time. How about some good pictures to remember this occasion" Melissa said, and they headed over to area 3.

Finally it was time for Todd to make his way through jail by himself. "Do you want a big ceremony or should we just take the collar off" Brian asked.

"Can I take it off him" Todd asked, and Brian let him. Then Brad asked Jay if they could change the collar that Todd was wearing from Brian's to his, and Jay told them he didn't care.

Todd was uneasy as he was pushed into the back door at the jail, but everyone assured him they would be there when he got out. "Don't take a card from anyone except me or Seth" Jay told him.

"What are you planning to make him do" Brad asked Jay as they went around to the visitor's area. Jay handed over the card he had just filled out. "Stay naked until you get at least a 'B' in geography" was written on it. "Seth's card says the same thing; he's just there in case I miss. It's his worst subject, so this could take a while for him to pay off."

"That's cool Jay" Brad said. "I thought you might do something mean."

"Don't worry; I'll be mean enough to him when the time comes. But there is no way I'm ever going to be an offender again after this. This note is fair and it falls within the rules I was given."

Once Todd was out of jail the group decided to go home. Brad was happy to be out of a collar again, and he swore again he would never wear it again. Todd seemed to be surviving, when people read the paint on his back he would even tell them "go ahead and touch me if you want, I really like it." But when they got home he begged Jay not to make him touch himself because his dick was sore. Jay decided he could help with chores instead, and Kate told him he'd better rest up because when they got home she was going to call some of the girls in his class and have them over for a party, with him as the guest of honor.

The next day Brad's aunt and uncle wanted to get an early start for home, so they had a big breakfast and loaded up their van and were on the road by eight o'clock. Brad had many hours of homework to catch up on, plus chores and service projects. It took another month before he wore clothes to school again, but his hair still hadn't started to grow back in.
